Dr Dimitrios Karnavos, holds a PhD titled “Green public procurement as a tool of A΄grade Local Government to conclude contracts for goods, services and projects with reduced environmental impact” He received his MSc from Harokopion University, in the field of “Sustainable Development”, specializing in “Local Development”. He studied economics at “Athens University of Economics and Business”.

He has been the Mayor of Kallithea, Attica Region, Greece, since 2014. He also is the second Vice-President of the Central Union of Municipalities of Greece. Apart from being the Vice-President, he also was appointed as head of the Greek delegation in the European Committee of the Regions, which is the "official voice" of Local Governments in the European Union. He is a Member of the Commission for Environment, Climate Change and Energy (ENVE), as well as a Member of the Commission for Territorial Cohesion Policy and EU Budget (COTER).

He was the rapporteur general on the 8th Environment Action Plan of the European Union. The adopted proposal is now the official position of the European Committee of the Regions on the European Union's 8th Environmental Action Program.
