Kovacevic was born in the former SR Montenegro, SFR Yugoslavia. As a citizenship of Montenegro he graduated from the Faculty of Law of the University of Montenegro. Profession lawyer. Declares himself as a religious, Orthodox, Christian.

After completing his studies, Kovacevic joined the “New Serbian Democracy” and became a councilor in the Niksic Municipal Assembly in two convocations and a member of the Committee for Statutes and Regulations of the Niksic Municipal Assembly.

Kovacevic received the 22nd place on the electoral list of the coalition For the Future of Montenegro for the 2020 parliamentary elections and was elected as a deputy in the Parliament of Montenegro. After confirming the parliamentary mandate, Kovacevic was elected as the president of the Legislative Committee, a member of the Committee for Education, Science, Culture and Sports and a member of the Anti-Corruption Committee.

He was elected as the list holder of the coalition For the Future of Nikšić (DF-SNP) in the 2021. local elections in Nikšić as the coalition's candidate for mayor. After winning the elections, he was elected mayor of Nikšić Municipality, which position he holds until today.
