Mr. Kytelis was born in Mytilene and graduated the Medical School of the University of Athens. He served as a doctor at the 261st Infantry Regiment during his military service.

He served as a doctor at the Regional Hospital of Mytilene from 1989 till 1993. From 1995 he was transferred to the Social Security State Institute (IKA), where he was appointed deputy Director.

Since 2011 he served as director of EOPPE office in Mytilene.

Since 2002 he is a member of the board of the Lesvos Doctors Association.

Stratis Kytelis has served in various positions at the local Administration:

• 1998-2002 City Council Member of the Municipality of Mytilene
• 2002-2010 Ν. Λέσβου President of the Association of Municipalities and Counties of Lesvos
• 2004-2008 Member of the Port Fund of Lesvos board
• 2010-2014 City Council Member of the Municipality of Lesvos
• 2010-2014 Vice president of the Committee for the Quality of life of the Municipality of Lesvos
• 2014-2019 Vice Regional Governor of the N. Aegean Region
• 2019-Mayor of the Municipality of Mytilene
• 2019-President of the Regional Association of Municipalities of North Aegean
